[imp] IMP 2.2.6: Non-Latin1 encodings

My mail provider uses IMP 2.2.6 to provide the web access and I got few 
problems when tried to use it when reading/composing mails with 
non-Latin-1 characters.

1. Is it possible when showing mail to use the encoding of the mail, not 
the default Latin-1? Note that for Russian there is no default encoding, 
one can receive mail in 3-4 quite different encodings, so to show mail 
properly, it is not possible to specify a default encoding and hope it 
will work.

2. The same problem with composing. I just can not use IMP when repliing 
  to non-latin1 mail as a browser will use server encoding when sending 
mail, which does not work if the original mail is in different encoding.

Ideally it would be nice to have a system that have an option to 
automatically convert a message from its original encoding to UTF-8 and 
then to use UTF-8 on everypage including composer. In this way I can 
write using any Unicode character, but if php does not support convering 
  to UTF-8, then it would a lot of work...

Any suggestions?
