This is specific to my implementation, but it may provide you with
some ideas.  On the machine that IMP runs on, there happen to be
multiple IP addresses.  If the IMP webserver shuts down, a webserver
on another IP address will handle the incoming request if it is
configured to do so, which Apache is by default.  This other apache
has an index.html page that users end up at when IMP's Apache is
down, indicating that IMP is unavailable.

We don't want IMP to be unavailable, but if it happens for some
unplanned reason, then users will end up at (barring a system crash)
a "Sorry..." type page.
