[imp] Attachment interface confusing to users

I just got a report from our helpdesk that a user was having trouble
attaching a file during compose using imp. Apparently the user was
clicking on the "Attachments" button (with the paperclip icon, just
below the headers, but nothing was happening, which was very confusing
to the user.
I checked the problem myself and found that the "Attachments" button is
only an internal page link, and if the attachments section is already on
the screen, clicking on the link produces no visible effect. This is a
"Bad Thing".
I'm not sure how to best solve this problem, but a few possibilities
come to mind:
1. Make the attachments button open a new window for adding/editing the
attachments, similar to the way the address book popup adds names to the
to/cc/bcc fields.
2. Move the attachments section up to the headers area (maybe right
below subject?) and remove the attachments button.
