[imp] German language support

I know that issue. Details depend on your operting system. Essentially
I have seen 2 problems:

1. There are message catalogs in horde/po and horde/imp/po. You
   may need to be recompile them. If you have more than one msgfmt
   commands on your system, make sure that the better one is the
   first in your $PATH. For details check the README and Makefiles
   in the directories.

2. Sometimes the operating system and IMP have different opinions
   how $LANG shound be set for german. Horde/IMP expects 'de_DE'.
   Solaris for example expects just 'de'. Check the output of
   'locale -a'. On Solaris I fixed that issue once by doing that:

        cd /usr/lib/locale
        ln -s  de de_DE
        cd de
        ln -s de.so.1 de_DE.so.1
