The first thing you need to do is verify that your attachment is making it 
from the browser to the server.  In other words, check your temporary 
directory (configured in horde/config/conf.php) and make sure that 
immediately after you attach the file, it appears in that temp directory.

BTW, you should definitely upgrade immediately to PHP 4.2.2 for the 
security fixes.
