Your session stuff isn't working right.  Check the value of
 
$conf['session']['name'] in horde/config/conf.php or
$conf['session_name'] in horde/config/horde.php

(which one depends on your version)

Also make sure if you set session.name in your php.ini that it matches
the above settings.
 
Also make sure you have compatible versions (e.g. not HEAD of one and
RELENG of another, etc) since the session name stuff has changed as 
shown above.
