[imp] Doesn't work

Michael, I have Horde 2.1 and IMP 3.1. The file horde/config/conf.php
doesn't exist. I try edit the file horde/config/horde.php and edit
the line "$conf['menu']['display'] = false;" but the menu already
exist in the login. I try diferents options like $conf['menu']['floating_bar'] 
= true; and work fine... any idea? Thank's a lot.
