[imp] soft failure of database for preference?

Chuck,

Where are preferences cached?  In the session cookie or something?  Also, I had weird behavior one day -- I logged into a webmail server and got all default preferences, and a few clicks later I saw that my preferences had returned.  Is there any reason for this?
