[imp] Pop Server Config

I have a pop server only, no sql , no imap

I need to use horde with imp.  However I am unable to get it to work.  
1. is there a "quick setup" 
2. My issue:

I have it setup and when I go to 
http://myserver/horde/imp it takes me to
http://myserver/horde/login.php?Horde=xxxxxx
no matter what username and password I use, it will not let me in.

If it helps, I do not have any intentions of using the other horde 
"snapins"
