[imp] japanese locale

I'm setting up IMP 3.1 (great stuff!) on a new server.  I've been using
IMP 2.x for a long time now.  I see that Japanese language support has
been added in the new version.  Does anybody use this on a Debian 3.0
server platform?  Which locale do I need to enable with 'dpgk-reconfigure
locales' to get this to work right?

I've tried both "ja_JP.UTF-8" and "ja_JP.EUC-JP", but according to my
resident Japanese language person, the web page still doesn't show correct
Japanese.
