1) Yes.  Re-examination of the horde.php's 'pref's' led to a solution.
     Specifically, the following was changed to as shown:
$conf['prefs']['driver'] = 'none';
     and
$conf['prefs']['params']['hostspec'] = 'localhost';
    The latter may be changed later to our URL.

2) On documentation:
While I appreciate the school of programing as adhered to by my
former principle software engineer, James 'Jimbo' Barrack, before
he killed himself with a pack of Camels (every day):

    "If it was hard to write, it ought to be hard to use"

We are now living in a new paradigm.  If as you say:
"All you need is in imp/config/servers.php"
I would not be asking these ubiquitious questions.

It took us a generation to learn this one, lets not forget it:
"The project is not done until the documentation is finished."
We need comprehensive documentation.
