[imp] IMP 3.1 and 8bit folder names

Hello, we are using IMP v3.1 as our webmail program, however our
users can access their e-mail accounts from tradicional programs
(Netscape, MS OE, etc).

If a user creates a folder with Netscape and using 8bit character
(Ñ, character with tilde), the folder is right seen with Netscape
and MS OE, but the user see incorrect folder names or receive a lot
of messages with imap_utf7_decode errors.

I know that is a PHP issue but I can't find a patch that work with
our PHP version (4.2.3)

Does have anyone the PHP patch or a IMP workaround for this problem.
