Yes.  Address books are stored in a database or an LDAP directory.  To
delete it, you'll need to write a utility to issue the appropriate
statements to remove the entries for a given user; same for importing
new entries.  The exact statements will depend, of course, on whether
you're using IMP v2 or Turba as well as the storage method you've
configured.
