[imp] Attachment Form Components Missing

I have a user that is reporting a strange problem with Imp. (The FAQ or list
archives haven't shed any light.) She cannot send attachments because the
attachments section (the text input field, the browse button and the attach
button) is not present in the compose window. I can't reproduce this problem
on my end. Is there some type of restriction in place that would prevent
this functionality from being displayed to the user?

She is using IE 5.5 on Windows 2000.
