Only applies to CVS HEAD versions of Horde applications.

Then you didn't set up a CVS HEAD version (or ignored it).

Only need it if running CVS HEAD, and what all you can do depends on 
your setup.  (But it is, in general, way cool)

That's how things in CVS HEAD are done (almost all apps use a conf.xml
now).  MIMP is CVS HEAD.
