[imp] Filters Restriction

HEAD doesn't have this problem - it only filters in the INBOX.

Should we backport this to IMP RELENG?  It will change the behavior that 
people may have become familiar with in IMP 3.x, but then again IMHO 
filtering should only work on the INBOX so we probably should change it.
