See the troubleshooting in the admin faq at http://www.horde.org/faq/admin/
and/or the troubleshooting in po/README.  Also check horde/test.php for
any problems it may show with gettext.

Then if you still need help, let us know what OS you are using, and 
what the results of the above mentioned troubleshooting is.
