Could be.  I don't know.  I have never seen a single message that has been 
uuencoded.

On the flip side - and an error on my part in the previous message - I 
guess the uudecoding might potentially be useful simply because troll might 
eventually make use of it (if it doesn't already).  But this still doesn't 
mean it should (or will) be backported.
