[imp] Filters not applying at login in CVS-RELENG-3

apache_1.3.27


When I log in to IMP, filters are not applied.  I thought this was
fixed in the  RELENG_3 CVS module.  Do I need to apply a patch to
RELENG_3 to make this work?

The filters apply fine when I click "Apply filters". The filters
apply on reload. But not at login.
