What is the size?  Can you do really small files (just a few bytes)?

Check these settings in your php.ini file:
post_max_size, upload_max_filesize, memory_limit

If running RH 8.0, then change LimitRequestBody in /etc/httpd/conf.d/php.conf
as it is set to only 512K.
