[imp] What happens if PHP was installed to operate in safe mode?

Hi guys,
I  installed the new php packages from redhat for redhat 8.0 and I still
cannot send attached files.
If my php is running in safe mode, does it interfere in opening the uploaded
files in the /var/tmp directory with the fopen function?
