Could be related, or unrelated, but please see:

Pertains to session problems in php 4.1.2 only, which explains a problem
I was having (on a non-Horde project using php 4.1.2 and sessions).

Maybe you should upgrade?  The thread starts with Windows, but says
later the problem may be (or is?) in RH packages also.  I'm seeing
broken sessions on solaris after going from 4.0.6 to 4.1.2 also.

Long shot, but might be worth looking into or trying...
