[imp] folder creation problem

Your question is very broad...

Make sure your folders are owned by the correct user.

What Webserver are you running?  What OS?  Where are you trying
to create directories?

If you are trying to create mail folders, this is usually done in:

/home/user/mail

Make sure that user has access rights to those directories.  To test 
this,  log in as that user and try to make and delete directories.

Again, your question covers a lot of ground.  Try to be more specific.
