You can't "run" it, you must log into horde
and go into the admin section

for that you need to have set your login name into the admin list when you 
configure horde.

in the Administration section you will find a configure sub-section

and there you will find all the apps you have currently deployed AND declared 
in the registry.
With this page you will be able to generate the required conf.php for each 
app...

Well.... you'll need to have xlm/xslt support in php to use that ...

Attached is a configure option list I ran last time it compiled my php... (use 
with care the install path are a bit fuzzy)
