There are Horde 2.1/IMP 3.1 RPMs on the Horde FTP site; start with the
README file for installation instructions:

ftp://ftp.horde.org/pub/RPMS/noarch/rh7/horde-2.1-3.README

I'm in the middle of a round of RPM updates for Red Hat 7.x, so Horde 2.2
etc. RPMs should be available soon, and Red Hat 8.x after that.
