Read horde/docs/INSTALL and horde/imp/docs/INSTALL.   For RELENG versions,
you need to copy conf.php.dist to conf.php and configure.  For HEAD, you
need to setup a Horde Administrator account, and use the administration
page to configure IMP.  All in the INSTALL files....
