I do not know if this is really what you need but I have sieve filters working 
with imp...(more precisely with my Cyrus IMAP server and a web front-end in 
horde and some links to it in the horde menu)

the horde module is named ingo and it is available from the nightly snapshots 
(cvs head)

I don't know, it is from cvs head.
Ingo needs the sieve driver from PEAR which is not included in the default php 
4.3.0 (do not know for 4.3.1) and you can find it on the PEAR website...
