I had the same problem right after the timeout was added to the prefs. I was
using pgp.mit.edu, which was working fine before that. I switched to the default
(search.keyserver.net) and it worked fine, despite being able to get to
pgp.mit.edu in a web browser. I never posted about it because I didn't get a
chance to troubleshoot further (and still have no useful information), and
thought the problem was limited to me (didn't see any other posts about it).

search.keyserver.net works fine for me. I seem to get quite a few "public key
not found" messages, but I get quite a few found keys, too.
