At least one person replied all ready.  As they implied, and I'll state
here, you didn't provide enough information to help you.  Now you've provided
a bit more, but still we have to make assumptions.  If you describe your
setup better, you'd get better and quicker help.

What is a "user server" and where is Horde/IMP in this picture?

And what imap client?  The default wu-imapd of RH?  Where are the 
quotas enabled, the user's mail and home directories stored?  What version
of Horde and IMP are you running?
