[imp] Changeing Language aut Login

Hi there ...

We use IMP 3.1 with Horde 2.2 and pear 1.0.1
The first installation was on a standard apache 1.3.22/php 4.2 now we built 
a new apache with new php:
apache 1.3.27
mod_php 4.3.1 (register_globals = On)

But now the changing of the language does not work.
Neither at Login-Time nor when I change the language in my options.

Has anybody any idea ?
Maybe we forgot some options during the compilation of apache and php.
