Yes, but not easily, and not without problems.

Doing so will probably break messages. That is, if you wrap your html
around an already html formatted message, it will make a mess of things, etc.
You can add tailer text via the imp/config/trailer.txt file. Adding text
to the start won't be so easy. I'd recommend you not do this.
If you have a special project (no general users, etc) then maybe this would
be feasible, but for a general purpose (multi-user) email system it is not.
Perhaps you can explain what you want to do, and why you want to do it,
better, if you think this is really something you need to do.
