This reads like a problem with either a) the attachment not being correctly
downloaded from browser to server or b) not being handled correctly by
PHP/system.  When IMP goes to attach the data to the message, it is not
finding the data.  This may be a problem with memory limits, temp file
directory locations, temp file directory permissions, file upload limits,
etc. etc.  Looking at the fact that it works fine for you and not others, I
would lean towards permission problems.
