I'd venture a guess that whatever it is, it's probably not IMP/Horde.
I'd check your IMAP logs. Try to log on via remote CLI.

I sometimes have something that looks like that if I perfrm a
intensive search
on multiple mail-boxes. After a while I can login again but.......

I use IMAP on an "old" slackware server and my guess is that something
locks-up
and has to wait for a timeout. I haven't found the exact cause and
just doen't
search in multiple mail-boxes. It doesn't allways lockup the whole
stuff.
