[imp] Language selection not recognized?

Hi list,

I am using IMP 3.2.1 and HORDE 2.2. I've tried to set the default
language in IMP to german, however without success. I've set 
'value' => 'de_DE', under language in /imp/config/prefs.php. When a user
choose german, no error occurs, however all the pages are still in
English. The database entry in the horde_prefs table is also "de_DE"
for the users. Do I have to set the default language in some horde
config files, too?
