Geoff,

I had a similar problem with RH8 and poppasswd, have you tried using the
RPM from rpmfind.net ? This one worked for me..... Although I am still
having problems with user names larger than 8 chars.

This is likely a configuration issue with the O/S.  I think I ran into
the same thing in that my poppassd daemon wasn't compiled to use MD5
encryption and I changed the defaults in the O/S to use MD5 :)

Start looking at PAM, the poppassd daemon, etc.
