[imp] Authentication problems

Correct.

That is strange.  Mine always tries exactly the same number of tries
each time (3 in my case).  I would not expect that number to change.

No. This has nothing to do with Horde/IMP settings.  It is all php and
your imap server.  If your imap server uses PAM, you may be able to change
it via pam.
