Yes, per install, but not per user as you want.

I think at least in Horde it changes the color for each identity.  So if
you subscribe to each list with a different email address, and create an
identity for each, they will color code themselves, at least to some
extent.  At least that appears to be the case for me.

This is a bit different, as it was going to color code them based on the
server the mail came from, not based on the from address as is, I think,
being asked.  The identity coloring is a closer match, but still not what
is being asked for.
