If you use the recent Horde/IMP be sure to use PHP with mcrypt support. 
But not sure if you can get it speedy with POP3 backend. On our IMAP setup with
AMD K6-233 / 128MB RAM a mailbox with some 1000 messages displays in less than 5
sec.
