[imp] Possible Bug in 3.2.1?

I received a message from one of my users today letting me know that 
filters weren't quite working right.  He has created filters, checked 
the options for Applying filter rules on logon, applying filter rules on 
refresh, but the rules don't take effect unless he clicks on "Edit your 
filter rules" and then "Apply all rules".  I'm not sure if this's a bug 
or something I did, but any insight is appriciated.
