[imp] Problem with CVS

PHP 4.3.1

Updated using cvs update, edited the new dists and moved them into place.
Can log in to horde only if I use IMAP. Trying to log in to imp or to
horde using imp generates an error message of

The imp.php file really does not exist.

My conf.php for horde fails when it has in it:

$conf['auth']['driver'] = 'application';
$conf['auth']['params']['app'] = 'imp';

I am probably missing something very simple. Any ideas?
