That wouldn't be the correct place. I think it should be done like in other
mailers where you have an user option for the default charset to be used
for not encoded messages/headers, either application wide or even folder
based.

All headers/messages that have *no* charset explicitely specified should be
converted from this user selected charset to the interfaces charset.

Unfortunately I can't work on such a patch because my server simply doesn't
accept unencoded 8 bit chars in headers and replaces them.
