What confuses me is that if I telnet use "localhost" it works fine.
it's only when Horde/IMP tries to send that it fails.

I fixed it by bypassing port 25, and using the port that my actual
mail server listens on (behind the spam filter). No need to filter
outgoing mail anyway. Odd, though, that other apps work fine with
port 25 unchanged.
