[imp] Cannot change language of IMP

Hello out here,

i have a problem with:

imp-3.2.2
horde-2.2.4
php 4.1.2

If I select german or any other language from the dropdown menü of imp I
didn't get an translated webinterface.
Only the help-pages behind the question marks are translated. The whole
main site remains in english. Can anyone
help me or give me an hint ? I searched in varios places for an
information, but nothing helped me.
