[imp] admin page

hi,
I am new to horde, imp . i would like some help on the 
admin page i.e displaying the admin page, creation of user 
account and all admin priviledges.  i have th following:
                              horde 2.2
                               IMP 3.2
                               Turba 1.2

i also downloaded This distribution sso_passwd.tar.gz from 
http://vkinetic.com/hordedev.

i can't find the directory /files: 
horde/templates/admin/index/admin.inc .

if any one has done the admin config, i would appreciate 
some help and some useful tips..
