This is a problem on at least Redhat. Redhat uses no_NO for bokmaal, while
Imp (and many others) use nb_NO. If you look at
/usr/share/locale/locale.alias you will find that nb_NO is a alias for
no_NO-ISO-8859-1.
To solve it, you can make nb_NO a alias to no_NO
or symlink/rename the directories in your horde installation. Ie
locale/nb_NO/ -> locale/no_NO/.
