[imp] Win32 Aspell on IIS

For the archives:

The IISLockdown tool denies access to \winnt\system32\cmd.exe for the 
IUSR_%COMPUTERNAME% and IWAM_%COMPUTERNAME% accounts.

Grant Read & Execute permissions to that account on cmd.exe to fix.
