[imp] No "Options" link in menu bar

I'm new to Horde/Imp and planning to adopt Mnemo, Kronolith and Turba in 
the future but I would like to iron out one problem with the existing 
platform first.  I'm using:

Horde 2.2.4
Imp 3.2.2

I'm using MySQL for saving preferences.

The application is working well, except that there is no "Options" link the 
menu bar.  Also, if I force open the page by loggin in and then going to 
https://host02.ndr.com.au/horde/imp/prefs.php although I can change 
preferences to my heart's content, nothing gets stored in the database.

I changed the password in the mysql_create.sql file (scripts) and in 
horde.php (config).  I've also verified from the command line that I can 
log into the database as the "horde" user.  I had a quick look at the 
source code and it would appear that the scripts should break and display 
an error message if they can't connect to the database.

Is the missing "Options" link a sign that there is a problem with 
connecting to the database, or does it indicate that I need to "activate" 
the link, or have I missed something else?
