Actually, the check comes before this code piece - where $drafts_sm_folder is
defined.  $drafts_sm_folder is set to true when the current folder is either
the "Drafts" folder or a "Sent-mail" folder as defined by the current user's
identity settings.  Thus, if seeing strange behavior between different users,
then their values of these two items are not the same.

The solution is simple enough: lock the preference values for 'drafts_folder'
and 'sent_mail_folder'.
