Exactly, we don't need this.

Forget that. As I already wrote, it's just a matter of changing the
applications' "graphics" parameters in the registry. The theme itself
should define in the html-themename.php if and for which applications it
has a separate graphic directory.
Perhaps this could be set for each application separately in each
application's html-themename.php.

It's there and currently holds the graphics needed by the themes' css
definitions.
