[imp] IMP uploads

I have been using horde and imp for a while and have it running on a number of 
server.

I have just set up another server as per normal and all is working well 
except....

I can not up load more than a 1 meg file, try and up load 1032k file and I get

server can not be found

I have upped php.ini to 
upload_max_filesize = 10M

upload_tmp_dir = /var/tmp
memory_limit = 32M
post_max_size = 16M


But still no joy
